The Cuyahoga County Common Pleas Court General Division welcomed Judge Kevin J. Kelley to the Bench on Thursday, December 8, 2022.

Judge Kelley will serve out the unexpired term of the late Judge Joseph Russo, and will need to seek election again in 2024 for a full, six-year term. He takes over the seat held by Judge Wanda C. Jones, who was appointed by Governor Mike DeWine upon Judge Russo’s passing.

Judge Kelley received a bachelor's degree from Marquette University in 1990, a master's degree from Case Western Reserve University in 1996, and a law degree from Cleveland State University in 2004.

Judge Kelley was elected to the Cleveland City Council in 2005 and became the council president in 2014. Before his election to the city council, Judge Kelley worked as a social worker. Until his election to the Bench, Judge Kelley was of counsel with the law firm Porter Wright Morris & Arthur.

Judge Kelley is in courtroom 22-D.
